Lisa Matus Gooden will lead an effort to look at how low-wage workers and welfare recipients enroll in and successfully complete community college degree certificate and targeted short-term training programs. The project will conduct background research and field work at six community college sites around the country. The project will result in two policy papers.

This grant supports research on the job holding behavior of welfare recipients subjected to a 21-month time limit on benefits and provided with strong financial support for work. A random sub-sample of 1,200 people will be drawn from the 6,000-person sample being studied in an evaluation of Connecticut's Jobs First welfare reform program.
