Comment: The Impact of U.S. Funded Educational and Training Programs in Eastern Europe and the Newly Independent States
Arthur Miller will direct an evaluation of the effectiveness of professional training programs sponsored by U.S. public and privateorganizations in Eastern Europe and the former Soviet Union. He will conduct extensive field research, administer surveys, and convene focus groups in order to determine whether eight mid-career professional training programs in Poland, Ukraine, and Kazakstan have provided participants with a better understanding of how democratic and free market societies function.
