Thomas Grumply will lead an effort to assess policies that would enhance national security during the war on terrorism while preserving civil liberties. He will bring together prominent thinkers on national security and civil liberties with members of the policy community to discuss civil liberties in the context of the war on terrorism. The project will result in a monograph that will frame the key issues for the policy community and place those issues in historical context.
